A BILL FOR AN ACT TO ESTABLISH FEDERAL CAPITAL TERRITORY EMERGENCY MANAGEMENT AGENCY TO COORDINATE AND ADDRESS DISASTER CHALLENGES THROUGH PROVISION OF EMERGENCY MANAGEMENT SERVICES IN THE FEDERAL CAPITAL TERRITORY AND FOR RELATED MATTERS, 2025
The Agency shall
A) notify the FCT Minister of any natural or human induced disasters occurring in the FCT;
B) be the umbrella body to co-ordinate the activities of relevant agencies, departments and other stakeholders in prevention and management of disasters in the FCT;
C) collect data from relevant agencies to enhance forecasting;
D) develop and maintain electronic data base of emergencies in the FCT;
E) be responsibility for development of loss prevention programmes and procure necessary technology to mitigate identified emergency situations;
F) formulate policy in relation to emergency research and technology, planning, design and construction of emergency management facilities;
G) respond to any disaster within the FCT and may see k financial and technical aid from individuals, local and international organizations, and non-governmental
H) carry out disaster management activities in the state as may from time to time, be recommended by the council;
I) distribute relief materials to needy persons and communities affected by a disaster;
J) determine the ways and means of collection of relief materials;
K) advise the FCT Minister on how to arrest an impending disaster;
L) liaise with National Emergency Management Agency for the purpose of addressing natural and human induced disaster in the FCT;
M) determine the priority of all emergency relief operations in the FCT; and
N) coordinate the efforts and activities of voluntary organizations and all other stake holders in emergency relief operations in the FCT.
